Presentation: “Cell Phone Only” Telephone Survey Respondents:
How are they different from “landline” respondents and what does it take to reach them?
The Behavioral Risk Factor Surveillance System (BRFSS) is the world’s largest continuously conducted telephone survey. It is sponsored by the Centers for Disease Control and Prevention (CDC) and is conducted by 50 state health departments, District of Columbia, Puerto Rico, Guam, and the U.S. Virgin Islands. Gilmore Research Group has been conducting this study in Washington for the State Department of Health since it was introduced.
States use BRFSS data to identify emerging health problems, establish health objectives and track their progress toward meeting them, and develop and evaluate public health polices and programs to address identified problems.
After years of doing this study as a Random Digit Dial study, it became increasingly clear that a growing portion of the population was not being reached by the RDD sampling methodology. In order to address this concern, CDC implemented several cell phone pilot studies in several states including Washington. By including cell phones in the survey, BRFSS is able to reach segments of the population that were previously inaccessible—those who had a cell phone but not a landline—and producing a more representative sample and higher quality data.
This presentation is an overview of “cell phone only” studies conducted for BRFSS in Washington State to evaluate the feasibility of interviewing respondents from cell phone only households. The standard RDD study was adapted for the cell phone version and the results were compared to the landline study. The cell phone questionnaire consisted of some of the CDC Core “key” health indicator questions, several current Washington state-added questions, and questions developed to address issues facing cell phone users and the needs of this study.

Jeanne C. Wintz, Executive Vice President, Gilmore Research Group.
Dr. Wintz manages the full service custom research division of Gilmore which completes over 200 projects annually. In more than 25 years as a research consultant and analyst, she has worked with a variety of approaches to quantitative measurement. She received her Ph.D. in Educational Psychology from the University of Washington with a specialization in research methodology and statistics.
Katrina Wynkoop Simmons, Ph.D., BRFSS Coordinator, Washington State Dept of Health
Dr. Wynkoop Simmons has coordinated the Washington State’s Behavioral Risk Factor Surveillance System since 1995. She is responsible for organizing a yearly questionnaire, selecting a contractor and monitoring data collection, analyzing data and presenting final data reports. She also provides technical assistance in questionnaire design, data analysis, reporting and presentation to Local Health Jurisdictions and others. She received graduate degrees in Communication Research at the University of Iowa.
